For decades now, exports and import have grown more rapidly than domestic production. This is a strong indication that, besides the rapid growth of foreign trade in final goods, trade in intermediates is becoming increasingly important. For this reason, an input-output ap-proach is more appropriate for any analysis of diversification than a traditional approach based purely on macroeconomic data.
This article analyses economic diversification in Gulf Cooperation Council (GCC) countries using data from input-output tables which are an integral part of the national accounts. We compare the performance of the GCC economies with that of a reference case, Norway, which is considered to have successfully diversified its economy despite having a large oil resource base. It also assesses these countries’ relative progress on sustainable development using a measure of the World Bank, adjusted net savings, which evaluates the true rate of savings in an economy after accounting for investments in physical and human capital, de-pletion of natural resources, and damage from environmental pollution.
The article concludes that GCC countries have, contrary to expectation, collectively per-formed relatively well on diversification, but their performance on sustainable development varies.
Industrial growth and a rapidly growing world population have large impacts on the global environment and allocation of material resources. Most changes in the environment are brought about by human activities and these activities result in a flow of materials. The flows of resources from the natural environment to the economy are a prerequisite of production while flows of residuals from the economy to the environment are the consequence of production and consumption. A full understanding of these processes requires a complete description of the physical dimension of the economy and its interaction with the environment.
Sliding-mode observation with iterative parameter adaption for fast-switching solenoid valves

Control of the armature motion of fast-switching solenoid valves is highly desired to reduce noise emission and wear of material. For feedback control, information of the current position and velocity of the armature are necessary. In mass production applications, however, position sensors are unavailable due to cost and fabrication reasons. Thus, position estimation by measuring merely electrical quantities is a key enabler for advanced control, and, hence, for efficient and robust operation of digital valves in advanced hydraulic applications. The work presented here addresses the problem of state estimation, i.e., position and velocity of the armature, by sole use of electrical measurements. The considered devices typically exhibit nonlinear and very fast dynamics, which makes observer design a challenging task. In view of the presence of parameter uncertainty and possible modeling inaccuracy, the robustness properties of sliding mode observation techniques are deployed here. The focus is on error convergence in the presence of several sources for modeling uncertainty and inaccuracy. Furthermore, the cyclic operation of switching solenoids is exploited to iteratively correct a critical parameter by taking into account the norm of the observation error of past switching cycles of the process. A thorough discussion on real-world experimental results highlights the usefulness of the proposed state observation approach.
This Chapter introduces parameterized, or parametric, Model Order Reduction (pMOR). The Sections are offered in a prefered order for reading, but can be read independently. Section 5.1, written by Jorge Fernández Villena, L. Miguel Silveira, Wil H.A. Schilders, Gabriela Ciuprina, Daniel Ioan and Sebastian Kula, overviews the basic principles for pMOR. Due to higher integration and increasing frequency-based effects, large, full Electromagnetic Models (EM) are needed for accurate prediction of the real behavior of integrated passives and interconnects. Furthermore, these structures are subject to parametric effects due to small variations of the geometric and physical properties of the inherent materials and manufacturing process. Accuracy requirements lead to huge models, which are expensive to simulate and this cost is increased when parameters and their effects are taken into account. This Section introduces the framework of pMOR, which aims at generating reduced models for systems depending on a set of parameters.
Stress is becoming an important topic in modern life. The influence of stress results in a higher rate of health disorders such as burnout, heart problems, obesity, asthma, diabetes, depressions and many others. Furthermore individual’s behavior and capabilities could be directly affected leading to altered cognition, inappropriate decision making and problem solving skills. In a dynamic and unpredictable environment, such as automotive, this can result in a higher risk for accidents. Different papers faced the estimation as well as prediction of drivers’ stress level during driving. Another important question is not only the stress level of the driver himself, but also the influence on and of a group of other drivers in the near area. This paper proposes a system, which determines a group of drivers in a near area as clusters and it derives the individual stress level. This information will be analyzed to generate a stress map, which represents a graphical view about road section with a higher stress influence. Aggregated data can be used to generate navigation routes with a lower stress influence to decrease stress influenced driving as well as improve road safety.

Times of high dynamic and growing new knowledge demand for entrepreneurial education and university engagement. Higher education institutions (HEIs) have established intensive knowledge and resources about entrepreneurial education and relating activities and formats over the last years. As smaller companies (SMEs) are increasingly experimenting with entrepreneurship, they seem to struggle with setting up entrepreneurial activities within their established corporate strategy and innovation structures. It is beneficial for them to collaborate with higher education institutions to minimize the risk and uncertainty associated with implementing entrepreneurship education (EE) and catch up with larger corporates. Further, research lacks a systematic characterization of EE activities in those companies and classification of collaboration formats. Therefore, this study uses qualitative research methods to analyze data from interviews conducted with two German SMEs. Our study contributes to a better understanding of EE in SME and respective HEI collaborations by (1) characterizing EE in SME and SME-HEI collaboration based on attributes and collaboration types defined by their locus of collaboration and intensity of knowledge inflow and (2) identifying differences among EE in SME and HEI. We provide implications to practice—corporate and university EE initiatives—for a more effective design and implementation of EE in SMEs and the SME-HEI collaborations themselves.
Das Kapitel beschreibt die Werte erfolgreicher Fach- und Führungskräfte, die als persönliche Ressourcen im internationalen Change-Management eingesetzt werden können und außerdem diejenigen Werte, die in solchen Zusammenhängen eher hinderlich sind. Es folgt eine ausführliche Darstellung der Einstellungen und der persönlichen Eigenschaften, die als Driver von Change in interkulturellen Zusammenhängen gelten. Ferner werden interkulturelle Kompetenzen beschrieben, die zum effektiven Handeln aller Beteiligten am internationalen Change erforderlich sind. Einen weiteren Schwerpunkt des Kapitels bildet die Beschreibung der fundamentalen sowie der interkulturellen Kompetenzen eines erfolgreichen international eingesetzten Change-Leaders. Im letzten Teil des Kapitels wird auf die Rolle eingegangen, die kulturelle Komplementarität sowie interkulturelle Synergie bei der Umsetzung eines internationalen Change-Projektes spielen können. Das Kapitel schließt mit tabellarischen Zusammenfassungen der wesentlichen dargestellten Einsichten.
The article opens with brief examples of the varied contexts in which professionals with expert knowledge of intercultural communication are commissioned
by organisations to help improve organisational and individual performance.
The development needs that are evident in these contexts entail a broader repertoire of competencies than those generally reflected in the term intercultural communication skills, and so the next section elaborates on the concept of intercultural interaction competence (ICIC), reporting on the numerous sub-competencies which go to make up the ability to perform joint and purposeful activity effectively and appropriately across cultures.
The third section reports on approaches to developing the ICIC of members of organisations, discussing desirable framework conditions for the development
intervention, its possible goals, the nature of the cognitive, affective and behavioural development outcomes which can be achieved, and the content, methods and tools available to the intercultural developer.
The article finishes with a brief consideration of the qualification profile of interculturalists engaged in this kind of work, pointing out that a multi-disciplinary background will enable interculturalists to meet a broad range of organisational and human resource development needs in the area of intercultural communication which go beyond the ‘mere’ development of communicative foreign-language skills.
Veränderungsintelligenz auf individueller Ebene Teil 2: Persönliche Agilität und agiler führen

Die persönliche Agilität von Mitarbeitern und Führungskräften gilt laut verschiedenen Studien als einer der wichtigsten Befähiger für eine agile Organisation. Die individuellen Fähigkeiten, in der sogenannten VUKA-Welt (Volatilität, Unsicherheit, Komplexität, Ambiguität) erfolgreich zu agieren, sind ein wesentlicher Wettbewerbsfaktor für agile Unternehmen sowie ein individueller Karrierefaktor. Das vorliegende Kapitel führt aus, was agile Menschen konkret auszeichnet, wie ein verändertes Führungsverständnis im Kontext von Agilität und digitaler Transformation aussieht (agile Führung, Führung 4.0) und bietet praxisnahe Tipps zur Umsetzung. Die Paradigmenwechsel der VUKA-Welt werden erklärt und die neuen Anforderungen an Mitarbeiter und Führungskräfte aus ihnen abgeleitet. Über die Komponenten des 7-V-Modells (Kapitel 6) hinaus ist für persönliche Agilität ein agiles Mindset und weitere Persönlichkeitsmerkmale und Kompetenzen erforderlich. Diese zusätzlichen Anforderungen, die an agile Mitarbeiter und agile Führungskräfte gestellt werden, werden differenziert nach Agilitätslevel beschrieben. Denn ob ein Mensch in einer ganzheitlich agilen holokratischen Organisation arbeitet oder in einem eher traditionellen hierarchischen Umfeld, das agiler arbeiten möchte, hat großen Einfluss auf die gestellten Anforderungen. Der Leser erhält Tools zur persönlichen Standortbestimmung und viele Anregungen zur Umsetzung im Arbeitsalltag.

Die Hochschule Konstanz Technik Wirtschaft und Gestaltung (HTWG) leistet sich einen technologischen Think-Tank: Das Open Innovation Lab. Es ist ein Labor, welches über Hierarchien und Fakultätsgrenzen hinweg für die Hochschulangehörigen geöffnet ist. Es leistet seinen Beitrag zu Lehre, Forschung und Transfer. Bezogen auf das Lernen ermöglicht das Labor, für den allgegenwärtigen Prozess der Digitalisierung soziale Verantwortung zu übernehmen und Kreativität im Umfeld technologischer Möglichkeiten zu entwickeln. Drei Ebenen wirken hier zusammen: das Individuum, das Miteinander und die übergreifende Organisationsstruktur.
The person’s heart rate is an important indicator of their health status. A heart rate that is too high or too low could be a sign of several different diseases, such as a heart disorder, obesity, asthma, or many others. Many devices require users to wear the device on their chest or place a finger on the device. The approach presented in this paper describes the principle and implementation of a heart rate monitoring device, which is able to detect the heart rate with high precision with the sensor integrated in a wristband. One method to measure the heart rate is the photoplethysmogram technique. This method measures the change of blood volume through the absorption or reflection of light. A light emitting diode (LED) shines through a thin amount of tissue. A photo-diode registers the intensity of light that traverses the tissue or is reflected by the tissue. Since blood changes its volume with each heartbeat, the photo-diode detects more or less light from the LED. The device is able to measure the heart rate with a high precision, it has low performance and hardware requirements, and it allows an implementation with small micro-controllers.

The Ethiopian state increasingly seeks to enlist putative ‘traditional authorities’ to lend legitimacy to policies and interventions in the southwestern peripheries of the country. The underlying assumptions do not accord with the perceptions of the local populations: among the Kara in the South Omo region, legitimacy is predicated upon duty and accountability, and higher degrees of public legitimacy are disconnected from authority and direct command over other people’s conduct. The office of the Kara bitti, the highest spiritual leader, thus proves intractable to such attempts at enlistment and has been little affected by the radical transformation of the Kara’s lives through increasing integration into the Ethiopian state over recent decades. But even as the office has changed little, the lives of those expected to assume the role of bitti has, and the duties of a bitti strongly constrain the office holder and limit their personal ambitions and participation in politics at the local, regional and national level.
Der Beitrag beschreibt beispielhaft die administrativen, organisatorischen und sozialen Voraussetzungen gelungener Austauschprogramme mit chinesischen Partnerhochschulen. Hierzu gehört neben einer intensiven Beziehungspflege mit diesen Partnerinstitutionen eine gelebte Willkommenskultur für chinesische Studierende an der deutschen Hochschule. Letztere beinhaltet eine über die notwendigen administrativen Prozesse hinausgehende Betreuung, besondere Kursangebote sowie eine kontinuierliche Vernetzung und Einbindung der chinesischen Studierenden durch verschiedene extracurriculare Aktivitäten zur Integration in den Studienalltag und in das Alltagsleben über verschiedene Phasen hinweg (vor der Ausreise, bei der Ankunft, im Verlauf des Studiums, bei der Gestaltung von Praxisphasen sowie beim Übergang ins Berufsleben). Als Teil
dieses Maßnahmenplans fördern interkulturelle Kursangebote in kulturell gemischten Gruppen nicht nur die Integration der chinesischen Studierenden. Sie leisten auch einen wichtigen Beitrag zur Stärkung der internationalen Ausbildung deutscher Studierender im Sinne einer internationalization@home. Entsprechende Angebote erhöhen damit die Wertschätzung von Internationalisierung als Mehrwert für die gesamte Hochschule. Gleichzeitig unterstützen sie den Ausbau interkultureller Sensibilität als wichtiger Qualifikation für das zukünftige Berufsleben für die Studierenden beider Seiten. Um all diese Maßnahmen zu verwalten und umzusetzen, sind personelle Ressourcen zur Betreuung und Evaluation der Programme erforderlich. Darüber hinaus bedarf es einer konstruktiven Kommunikationskultur zwischen verschiedenen Abteilungen der Hochschule sowie hinreichend mit China-Kompetenz ausgestatteter Akteur*innen (Mitarbeiter*innen im Akademischen Auslandsamt, Professor*innen, Auslands- und Regionalbeauftragte etc.).
Prof. Dr. Stephan Grüninger fokussiert sich in Kap. 55 auf den Zusatzprozess Corporate Social Responsibility (CSR) & Integritätsmanagement. Er setzt sich zu Beginn ausführlich mit einer genauen Begriffsdefinition von Unternehmensverantwortung, CSR, social compliance und Compliance auseinander, bevor er auf die verschiedenen Rahmenwerke (UN Global Compact, ISO 26000, OECD-Leitsätze), auf die themenbezogenen CSR Management Systemstandards (Guiding Principles on Business and Human Rights und SA8000) sowie auf das CSR-soft law eingeht. Der Autor schließt mit einem detaillierten Überblick über Social Compliance Risk Management und Unternehmensintegrität.
Compliance ist in aller Munde, nicht zuletzt dank des Abgasskandals in der Automobilindustrie. Zahlreiche weitere und häufig auch spektakuläre Unternehmensskandale der letzten Jahre (v. a. aufgrund von Kartellverstößen, Korruptions-, Betrugs- und Bilanzierungsdelikten) haben weltweit eine Welle der Regulierung und verschärfter Durchsetzung bereits vorhandener rechtlicher und regulatorischer Anforderungen ausgelöst. Unternehmen suchen daher verstärkt nach Wegen der Prävention rechtlich sanktionierbaren Fehlverhaltens im Unternehmensbereich, nicht zuletzt, um die Haftung für Unternehmen, Organe und Mitarbeiter zu vermeiden. Dabei ist wichtig zu erkennen, dass über das rechtliche Haftungsrisiko (Geldstrafen und Bußgelder, Verfall/Gewinnabschöpfungen, Gefängnisstrafen) hinaus insbesondere auch die Vermeidung des ökonomischen Haftungsfalles aufgrund von Non-Compliance gemeint ist. Diese ökonomische Haftung stellt sich als Reputationsschaden ein und kann sich konkret zeigen an z. B. fallenden Börsenkursen, dem Abbruch von Geschäftsbeziehungen oder dem Ausschluss von öffentlichen Ausschreibungen 5 sowie durch Probleme bei der Rekrutierung von Spitzenpersonal oder der Demission von Managern und Mitarbeitern. Hinzu kommen die Kosten für die Untersuchung von entdeckten Fällen von Non-Compliance (Kosten für externe Anwälte, Wirtschaftsprüfer etc.), die Kosten für die Beseitigung der Ursachen (z. B. Schließung von Lücken im Internen Kontrollsystem: sog. „Remediation“) und die durch die Absorption von Management- und Mitarbeiterkapazitäten aufgrund der Aufarbeitung eines Falles von Non-Compliance verursachten Kosten.

Um die Antwort zu der Frage nach der Notwendigkeit von Compliance- Management für mittelständische Unternehmen gleich vorweg zu nehmen: ja, auch mittelständische Unternehmen tun gut daran, sich mit Compliance-Management auseinander zu setzen. Die Notwendigkeit für Compliance-Management verstanden als die Sicherstellung von Compliance, d. h. der Einhaltung gesetzlicher Regelungen, von Soft Law sowie interner Regeln und Verhaltensstandards, ergibt sich bereits allein aus der Verantwortung der Unternehmensleitung, das Unternehmen vor Bedrohungen zu schützen und den Fortbestand des Unternehmens sowie die Kooperationsbeziehungen mit den verschiedenen Stakeholdergruppen langfristig zu sichern. Anders formuliert: Compliance-Management ist Risikomanagement und somit von strategischer Bedeutung für eine verantwortungsvolle Unternehmensführung (good Corporate Governance) – in Großunternehmen wie in mittelständischen Unternehmen. Einzig die Frage nach dem „Wie“ von Compliance-Management in mittelständischen Unternehmen hat ihre Berechtigung.
Unternehmen stehen heute vor der Herausforderung, dass eine klare Trennung von verpflichtenden Anforderungen und freiwilliger Verantwortungsübernahme nur noch schwer möglich ist. Haftungsvermeidung, Reputationsschutz sowie der Aufbau und die Sicherung von Vertrauenskapital in Kooperationsbeziehungen gehen Hand in Hand. Der Beitrag beleuchtet Corporate Compliance und Integrity Management als Gestaltungsansätze eines gezielten und integrierten Managements der Unternehmensverantwortung. Compliance ist dabei das Rückgrat, Integrity ihr Herz.
This article discusses the ISO 19600, an international cross-industry standard that contains directives for the use of compliance management systems. The standard is designed as a guideline and is based on the principles of good governance, proportionality, transparency, and sustainability. It covers all forms of corporate and organizational structures and aims to support managers and employees in avoiding unethical conduct. The authors describe the principles of the ISO 19600 standard and in this context examine in more detail the three core elements that form a successful compliance management system: a high-level structure, a risk-based approach, and a plan-do-check-act model. In addition, compliance culture and the role of management are discussed.

Für die Funktionsfähigkeit und Wirksamkeit eines Compliance-Management-Systems (CMS) – und damit verbunden, einer guten und verantwortungsvollen Corporate Governance – ist die Compliance Governance von fundamentaler Bedeutung. Damit sind passende Compliance-Strukturen und eine positive Compliance-Kultur gemeint, die in den Mittelpunkt der Aufmerksamkeit rücken. Im vorliegenden Beitrag wird dieser Themenkomplex aus unterschiedlichen Perspektiven beleuchtet. Zunächst nimmt Stephan Grüninger eine Begriffsbestimmung zur „Compliance Governance“ vor (1.3.1), um darauf aufbauend die wesentlichen Erfolgsprinzipien wirksamer Compliance-Struktur und -Kultur aus betriebswirtschaftlicher und organisationstheoretischer Perspektive herauszuarbeiten (1.3.2). Der Kontrolle und Aufsicht im Rahmen einer guten „Compliance Governance“ kommt eine wichtige Funktion zu, so dass Roland Steinmeyer darauf aufbauend (1.3.3) aus rechtlicher Perspektive die Verantwortlichkeiten des Aufsichtsrats im Rahmen des Compliance- Managements (CM) beschreibt. Abschließend (1.3.4) gibt Christian Strenger Einblicke in die Praxis der Compliance-Aufsicht und benennt Anforderungen, die Aufsichtsräte bei der Ausübung ihrer Überwachungsfunktion zu erfüllen haben und Herausforderungen, denen sie dabei gegenüberstehen.
Die Themen Compliance und wertebasiertes unternehmerisches Handeln sind spätestens seit dem sogenannten „Abgasskandal“, der den Volkswagen-Konzern bereits Strafzahlungen und Schadensersatz in Milliardenhöhe kostete, auch in Unternehmen des Mittelstands und bei Verbrauchern präsenter denn je.
Im Juni 2018 verhängte die Staatsanwaltschaft Braunschweig im Zusammenhang mit der Manipulation von Abgaswerten ein Bußgeld i. H. v. einer Milliarde Euro gegen Volkswagen. Anfang 2017 einigte sich VW mit dem US-amerikanischen Justizministerium auf einen Vergleich, der die Zahlung von 4,3 Mrd. US-Dollar (2,8 Mrd. Dollar Strafzahlungen, 1,5 Mrd. Dollar für zivilrechtliche Bußgelder) vorsieht. Durch weitere Vergleiche mit Kunden und Autohändlern in den USA belaufen sich die Gesamtkosten für Strafen, Bußgelder und Vergleichszahlungen auf etwa 25 Mrd. Dollar. Daneben sind weitere Kosten aus der Dieselaffäre zu erwarten, die sich im Wesentlichen aus dem Kapitalmarktrecht (ggf. versäumte Ad-hoc-Mitteilungen), aus Schadensersatzklagen, Motornachrüstungen und eventuell weiteren Strafzahlungen in anderen Jurisdiktionen ergeben. Hinzukommen die Kosten für die Aufarbeitung der Vorgänge und die sogenannte „Remediation“ des Compliance-Management-Systems (CMS), die der Gesamtschadenssumme ebenso zuzurechnen sind, wie die internen Kosten (Prozessverbesserungen, Management Attention etc.).
Der „Dieselskandal“ und seine Folgen belegen damit eindrucksvoll die Relevanz der Compliance.
„All organizations are inherently criminogenic“. Wenngleich diese Aussage durchaus übertrieben klingen mag, zeigen neuere Untersuchungen, dass über die Hälfte der Manager in Deutschland bereits mit unethischem Verhalten in Unternehmen konfrontiert wurden. Aktuelle Skandale in der Automobil- (sog. „Abgasskandal“) oder der Finanzindustrie (zuletzt sog. „Cum ex-“ und „Cum-Cum-Geschäfte“) scheinen darüber hinaus zu belegen, dass auch Organisationen mit einem etablierten Compliance-Management, immer wieder nur die Reaktion auf delinquente Handlungen bleibt. Die Prävention wirtschaftskrimineller und unmoralischer Verhaltensweisen hingegen scheitert regelmäßig, trotz zum Teil umfangreich ausgestalteter Compliance-Management-Systeme (CMS).

Established compliance management systems are not sufficient to guarantee that employees act in a law-abiding and ethical manner. In fact, modern compliance management systems rather require complementary initiatives such as an integrity management which expands the focus which is often only limited to legal content, by considering business decisions also from a moral, social, societal, and ecological perspective. The goal of integrity management is not simply having employees strictly following the rules, but instead promoting moral conduct. Therefore, integrity management particularly pays attention to the ethical behavior of the individual employee, as well as the company and management culture. The company culture can be understood as the sum of the organization’s collective values, convictions, attitudes, and mindsets. The authors point out possibilities and limitation on how companies can influence their culture by setting up targets, incentive and sanctions schemes, in addition to the already-existing control measures.
ISO 37001:2016 is an international management system standard against bribery, issued by the International Organization for Standardization (ISO). The aim of the standard is to support companies and organizations in combating bribery risks in their own operations and in their global value chains to prevent and detect bribery and to create international comparability in anti-corruption management.
ISO itself is the international association of more than 160 national standardization bodies that work together in ISO technical committees to develop international standards. ISO Standard 37001 was published for the first time on 15 October 2016 under the title “Anti-bribery management systems – Requirements with guidance for use”. ISO 37001 is based on the British standard 10500 and refers to international anti-corruption principles and guidelines. The standard is open to all types of organizations, regardless of their size, legal form, or geographical location. ISO 37001 has the usual “high-level structure” of an ISO standard, which simplifies setting up and operating the system alongside other management systems in an organization. As a Type-A standard, ISO 37001 is approved for certification. Companies can ask to be certified by accredited third parties; thus proving that their anti-bribery management system meets the criteria of the ISO 37001 standard.
