This paper considers intervals of real matrices with respect to partial orders and the problem to infer from some exposed matrices lying on the boundary of such an interval that all real matrices taken from the interval possess a certain property. In many cases such a property requires that the chosen matrices have an identically signed inverse. We also briefly survey related problems, e.g., the invariance of matrix properties under entry-wise perturbations.
Compliance und Compliance-Management sind als Schlagworte mittlerweile fest in das alltägliche unternehmerische Handeln und Denken integriert. Ausgehend von der unternehmerischen Legalitätspflicht und dem Bedürfnis nach Haftungsvermeidung durch bestmögliche Organisation liegt es nahe, dass Unternehmen, Unternehmer und Führungskräfte ein Bedürfnis nach rechtssicherem Agieren in einem rechtssicheren Umfeld haben. Ob und inwiefern hieraus eine Rechtspflicht zur Errichtung einer Compliance-Organisation bzw. eines Compliance-Management-Systems (CMS) abzuleiten ist, ist allerdings jedenfalls auf den ersten Blick nach wie vor unklar. Ob es sich bei der Einführung eines CMS bzw. einer Compliance-Organisation um eine nur angezeigte Notwendigkeit oder aber eine rechtliche Pflicht handelt, lässt sich anhand der bisherigen Entwicklung in Literatur und Rechtsprechung mittlerweile recht eindeutig beantworten.

Die Etablierung eines Compliance-Management-Systems (CMS) stößt v. a. im Mittelstand immer wieder auf teils erheblichen (kosten- wie kulturbedingten) Widerstand. Der nachfolgende Beitrag erläutert Motive und Gründe zur Einrichtung eines CMS, welches eine systematische Sicherstellung der Einhaltung von geltenden Gesetzen sowie internen Vorgaben gewährleisten soll, um Unternehmen und deren Organe sowie Mitarbeiter vor rechtlichen Risiken zu schützen.
The Kerala tourism model

Sustainable tourism in Kerala is on the rise. Therefore, this South Indian state is assessed according to the sustainable tourism criteria of the Strasdas et al. (2007) framework. Kerala as a state does not qualify as a sustainable tourism destination, although individual success stories at the NGO and government level exist. This conceptual paper delivers a detailed analysis of the three dimensions of sustainability, i.e. ecology, economy and socio-cultural aspects, of the ‘Kerala tourism model’ and discusses the question of whether this model can be transferred to other developing countries. Bernstein polynomials on a simplex V are considered. The expansion of a given polynomial p into these polynomials provides bounds for range of p over V. Bounds for the range of a rational function over V can easily be obtained from the Bernstein expansions of the numerator and denominator polynomials of this function. In this paper it is shown that these bounds converge monotonically and linearly to the range of the rational function if the degree of the Bernstein expansion is elevated. If V is subdivided then the convergence is quadratic with respect to the maximum of the diameters of the subsimplices.
Schwankende Fahrrinnentiefen stellen eine Herausforderung für die verladende Wirtschaft dar, die auf kostengünstigen Transport von Massengütern per Binnenschiff angewiesen ist. Basierend auf Unternehmensbefragungen wurde ein Modell entwickelt, das nicht nur die Verwundbarkeit von Unternehmen gegenüber schwankenden Fahrrinnentiefen für Vergangenheit, Gegenwart und Zukunft berechnen kann, sondern auch die positive Wirkung von Anpassungsmaßnahmen. Nachdem in einem früheren Artikel die Auswirkungen des Klimawandels quantifiziert wurden, wird nun hier die Wirksamkeit verschiedener Anpassungsmaßnahmen vergleichend für Unternehmen an Rhein und Elbe vorgestellt.
Schatten-IT

Bedingt durch den fortwährenden Ausbau erneuerbarer Energien steigt die Bedeutung von regelenergiebereitstellenden Technologien kontinuierlich an. Prinzipiell können bereits heute Laufwasserkraftwerke mittels einer Durchlaufspeicherung Regelenergie bereitstellen. Bislang gibt es jedoch keinen einheitlichen Kriterienkatalog, der die technische Durchführbarkeit einer Durchlaufspeicherung bewertet. Im vorliegenden Beitrag wird ein solcher Katalog vorgestellt und am Beispiel des Unteren Neckars angewandt. Unter rein technischen Gesichtspunkten ist eine Durchlaufspeicherung zwar prinzipiell denkbar, allerdings unterbinden schifffahrtsbedingte Restriktionen eine solche Bereitstellung von Regelenergie. Es wird daher empfohlen, eine Durchlaufspeicherung generell an Gewässern ohne strikte Auflagen durch die Schifffahrt zu betreiben. Außerdem ist der Zusammenschluss von mehreren Staustufen zu einem virtuellen Kraftwerk sinnvoll, um zusätzlich generierbare Strommengen gebündelt anbieten zu können.
Die richtige Balance zwischen Flexibilität und Stabilität von Geschäftsprozessen ist ein essenzieller Faktor für Unternehmen, um den Anforderungen zunehmend dynamisch werdender Märkte gerecht zu werden.
Die durch die digitale Revolution stetig steigende IT-Durchdringung fordert eine noch besser abgestimmte Zusammenarbeit zwischen den IT- und Fachabteilungen.
Müssen Organisationen schwergewichtige IT- und Prozessarchitekturen pflegen, können diese Anforderungen in vielen Fällen nicht adäquat erfüllt werden. Zu lange Zeitfenster der Aktualisierungszyklen führen zu signifikanten Differenzen zwischen den modellierten und den gelebten Geschäftsprozessen. Die Autoren dieses Beitrags propagieren eine Lösung durch innovative agile Methoden, mit deren Hilfe es möglich wird schlanke, maßgeschneiderte Architekturen unmittelbar zu implementieren und kontinuierlich zu pflegen.
Flamenco und Tango gehören zu den ersten Assoziationen, mit denen Sevilla und Buenos Aires in Verbindung gebracht werden. Seit der Entstehung beider Kunstformen im 19. Jahrhundert entwickelte sich kontinuierlich ein Tanztourismus, der bis heute zu ausdifferenzierten Geschäftsmodellen führte. Flamenco und Tango erlangten als immaterielles Weltkulturerbe außerdem erhebliche Bedeutung für das Destinationsimage der beiden Städte. Das Modell von Gereffi et al. (2005) zu «Governance of Global Value Chains» wird in adaptierter Form auf Flamenco- und Tangotanztourismus angewendet, um Bedeutungsdimensionen im Destinationsmanagement herauszuarbeiten.
In [Zahn, F., Köber, D., Verfahren zum Erdbebennachweis von durch Stahlbetonwände ausgesteiften Gebäuden mit explizitem Nachweis der Verformungen. Beton- und Stahlbetonbau 110 (2015) Heft 4, S. 293–302] wird ein Bemessungsverfahren für durch Erdbeben beanspruchte Tragwerke vorgestellt, mit dem die explizite Berücksichtigung von torsionsbedingten Verschiebungen möglich ist und bei dem realistische Biegesteifigkeiten für die Wände verwendet werden. Da mit diesem vereinfachten Verfahren mit vertretbarem Aufwand nur der getrennte Tragsicherheitsnachweis für Erdbebenbeanspruchungen in den Gebäudehauptrichtungen möglich ist, wird in diesem Aufsatz der Frage nachgegangen, ob ein Gebäude, für welches der Nachweis in beiden Hauptrichtungen erbracht wird, auch für Erdbebenbeanspruchung unter 45° zu den Hauptrichtungen ausreichende Standsicherheit besitzt. Zu diesem Zwecke werden zwei Beispielgebäude zunächst mit dem in [1] beschriebenen Verfahren auf ihre Standsicherheit in den Hauptrichtungen untersucht und anschließend mit dem Programm ETABS nachgerechnet, und zwar zunächst jeweils in einer Gebäudehauptrichtung und danach für eine Beanspruchung unter 45° zu dieser.
Üblicherweise wird bei der Erdbebenbemessung von durch Stahlbetonwände ausgesteiften Gebäuden entweder die ungerissene Biegesteifigkeit oder ein von dieser durch einen Abminderungsfaktor abgeleiteter Wert zur Berücksichtigung des Zustands II verwendet. Tatsächlich ist die Biegesteifigkeit von Stahlbetonquerschnitten jedoch vom Bewehrungsgrad und von der Normalkraft abhängig. Die Fließverschiebung, bei der sich am Fuß einer Stahlbetonwand ein plastisches Gelenk bildet, ist hingegen fast ausschließlich von ihrer Länge im Grundriss abhängig. Torsionswirkungen infolge Exzentrizität zwischen Massen- und Steifigkeitsmittelpunkt werden üblicherweise durch Vergrößerung der Bemessungskräfte der einzelnen Wände berücksichtigt. Den durch die Torsionswirkung vergrößerten Verschiebungen einzelner Wände wird dabei keine Beachtung geschenkt. Da die durch die Verhaltensbeiwerte der Normen implizit vorausgesetzte ertragbare Verformung des Tragsystems zusätzliche Verschiebungen infolge Torsion nicht explizit berücksichtigt, kann es so unter Umständen wegen Überschreitung der maximal möglichen Verformung einzelner Wände zu einem vorzeitigen Versagen kommen. Im vorliegenden Aufsatz wird ein quasi-händisches Nachweisverfahren vorgestellt, mit dem die explizite Berücksichtigung von torsionsbedingten Verschiebungen möglich ist und bei dem realistische Biegesteifigkeiten für die Wände verwendet werden.
This paper proposes a pipelined decoder architecture for generalised concatenated (GC) codes. These codes are constructed from inner binary Bose-Chaudhuri-Hocquenghem (BCH) and outer Reed-Solomon codes. The decoding of the component codes is based on hard decision syndrome decoding algorithms. The concatenated code consists of several small BCH codes. This enables a hardware architecture where the decoding of the component codes is pipelined. A hardware implementation of a GC decoder is presented and the cell area, cycle counts as well as the timing constraints are investigated. The results are compared to a decoder for long BCH codes with similar error correction performance. In comparison, the pipelined GC decoder achieves a higher throughput and has lower area consumption.
Atom interferometers have a multitude of proposed applications in space including precise measurements of the Earth's gravitational field, in navigation & ranging, and in fundamental physics such as tests of the weak equivalence principle (WEP) and gravitational wave detection. While atom interferometers are realized routinely in ground-based laboratories, current efforts aim at the development of a space compatible design optimized with respect to dimensions, weight, power consumption, mechanical robustness and radiation hardness. In this paper, we present a design of a high-sensitivity differential dual species 85Rb/87Rb atom interferometer for space, including physics package, laser system, electronics and software. The physics package comprises the atom source consisting of dispensers and a 2D magneto-optical trap (MOT), the science chamber with a 3D-MOT, a magnetic trap based on an atom chip and an optical dipole trap (ODT) used for Bose-Einstein condensate (BEC) creation and interferometry, the detection unit, the vacuum system for 10-11 mbar ultra-high vacuum generation, and the high-suppression factor magnetic shielding as well as the thermal control system.
The laser system is based on a hybrid approach using fiber-based telecom components and high-power laser diode technology and includes all laser sources for 2D-MOT, 3D-MOT, ODT, interferometry and detection. Manipulation and switching of the laser beams is carried out on an optical bench using Zerodur bonding technology. The instrument consists of 9 units with an overall mass of 221 kg, an average power consumption of 608 W (819 W peak), and a volume of 470 liters which would well fit on a satellite to be launched with a Soyuz rocket, as system studies have shown.
Codes over quotient rings of Lipschitz integers have recently attracted some attention. This work investigates the performance of Lipschitz integer constellations for transmission over the AWGN channel by means of the constellation figure of merit. A construction of sets of Lipschitz integers that leads to a better constellation figure of merit compared to ordinary Lipschitz integer constellations is presented. In particular, it is demonstrated that the concept of set partitioning can be applied to quotient rings of Lipschitz integers where the number of elements is not a prime number. It is shown that it is always possible to partition such quotient rings into additive subgroups in a manner that the minimum Euclidean distance of each subgroup is strictly larger than in the original set. The resulting signal constellations have a better performance for transmission over an additive white Gaussian noise channel compared to Gaussian integer constellations and to ordinary Lipschitz integer constellations. In addition, we present multilevel code constructions for the new signal constellations.
Ein Holzhaus als Botschaft. Die erste diplomatische Vertretung des Deutschen Reiches in Ankara 1924

Auf die Gründung der türkischen Republik und die Verlagerung der Hauptstadt nach Ankara reagierte das Deutsche Reich 1924 zeitnah mit der Errichtung eines Botschaftsgebäudes in Fertigteilbauweise. Dieses präfabrizierte Holzhaus wurde von der für den Holzbau der Moderne bedeutenden Firma Christoph & Unmack AG aus Niesky/Oberlausitz geliefert. Nach Errichtung eines größeren, massiven Botschaftsgebäudes in Ankara wurde das Holzhaus 1934 auf das Gelände des Atatürk Orman Çiftliği transloziert, wo es noch heute existiert. 2010 konnte es einer gründlichen Baudokumentation unterzogen werden. Im Rahmen von drei Einzelbeiträgen werden die Ergebnisse der Untersuchungen an diesem ebenso ungewöhnlichen wie bedeutenden Baudenkmal vorgestellt.
Die zum UNESCO Weltkulturerbe zaehlenden Meisterhaeuser des Dessauer Bauhauses wurden 1925/1926 nach Plaenen des Bauhaus-Gruenders Walter Gropius errichtet. Nach Umbauten waehrend des Nationalsozialismus wurden im Zweiten Weltkrieg zwei Gebaeude des Ensembles voellig zerstoert: das Direktorenhaus und die Doppelhaushaelfte von Laszlo Moholy-Nagy. 1956 erfolgte ein veraenderter Wiederaufbau des Hauses Gropius als Haus Emmer. Fuer einen adaequaten denkmalpflegerischen Umgang mit dem Ensemble nach der Wiedervereinigung wurden nach laengeren Vorueberlegungen 2008 und 2010 Wettbewerbe fuer eine staedtebauliche Reparatur durchgefuehrt. Auf dieser Grundlage wurde das Berliner Architektenbuero Bruno Fioretti Marquez mit dem Neubau des Direktorenhauses und des Hauses Moholy-Nagy beauftragt. Da die Quellenlage fuer eine Rekonstruktion nicht ausreichte, wurde ein anspruchsvolles architektonisches Konzept umgesetzt, das die Kubatur der verlorenen Bauten nachzeichnet. Die Detailausbildung wurde frei in gegenueber den erhaltenen Meisterhaeusern, die bereits zuvor saniert worden waren, stark reduzierten Formen gestaltet.
Unternehmensethik auf dem Vormarsch: ISO 26000 macht Ethik zur Norm globalen Wirtschaftshandelns

Die konsensuell erarbeitete ISO 26000 ist ein Leitfaden zur Umsetzung von gesellschaftlicher Verantwortung. Sie sorgt nicht nur für ein klareres Verständnis des Beitrags, den alle Arten von Organisationen zur nachhaltigen Entwicklung der Gesellschaft leisten können, sondern führt die verschiedenen CSR-Themen zusammen, denen sich alle Organisationen, unabhängig von ihrem Zweck, ihrer Größe oder ihrem Standort heute gegenübersehen. Dabei integriert die ISO 26000 als Produkt eines einzigartigen, weltweiten Normungsprozesses bereits bestehende Normen und CSR-Standards zu einem international akzeptierten Leitfaden.
Der Aufsatz beleuchtet die Entstehungsgeschichte des Leitfadens und seine Inhalte, mit dessen Hilfe Organisationen das Ziel gesellschaftlicher Wohlfahrt verfolgen können und sollen.
Für den deutschen bzw. europäischen Tourismus ist
Indien seit Jahrzehnten eine Destination, die kulturtouristisch,
aber auch zunehmend gesundheitstouristische
interessant ist. Sonderformen wie spiritueller
Tourismus, nachhaltiger Tourismus oder Tanztourismus
(Bollywood-Dance) haben sich in Nischen
etabliert oder beginnen diese zu verlassen. Indien
selbst unternahm mit seiner Kampagne „Incredible
India“ 2002 eine weltweit beachtete, selbstironische
Initiative, sich als „unglaubliche“ Destination in den
Auslandsmärkten zu positionieren. Demgegenüber
steht eine Realität in Indien, die einerseits Massenarmut,
Korruption, Sicherheitsprobleme, Bürokratie
und mangelnde Infrastruktur ebenso vorhält wie eine
beeindruckende Kultur- und Naturlandschaft, gut
ausgebildete englischsprachige Menschen, ethnische
Vielfalt sowie Mystik und Spiritualität. Indien definiert
sich – auch touristisch – durch Extreme (vgl. Freyer &
Thimm 2011: 261).
The effect on the mean-variance space of restrictions on a variable is investigated in this
paper. A restriction may be the placing of upper and lower bounds on a variable.
Another limitation is the loss of the continuity of a variable.
Average marks for Examinations are considered in an application of this limited meanvariance
space. In this case, the bounds are given by the highest and the lowest possible mark (e.g. 1.0 and 5.0). The limitation of the mean-variance space depends on the number of students who participate in the examination. The restriction of the loss of continuity is shown by the use of discrete marks (e.g. 1.0, 1.3, 1.7, 2.0, …). Furthermore,
the Target-Shortfall-Probability lines are integrated into the mean-variance space. These
lines are used to indicate the proportion of students who have good or very good marks in the examination. In financial markets, Target-Shortfall-Probability is used as a risk criterion.
